1. Constitutional Framework & Administration
1.1 Name: The organization shall be officially designated as The Ipswich and District Badminton League.
1.2 Affiliation & Insurance: Member Clubs may choose to affiliate to Badminton England and the County Association. All clubs opting out of direct Badminton England affiliation must present verifiable proof to the league committee that equivalent, like-for-like public liability insurance protection is actively maintained.
1.3 Laws of Play: General play structures must be executed in absolute accordance with the official Badminton England Laws of Badminton.
1.4 Annual General Meeting (AGM): The AGM will be called during the first two weeks of September. While any affiliated club member is welcome to attend, voting rights are strictly capped at two representative delegates per club. The AGM will be immediately followed by a scheduling meeting enabling clubs to coordinate and finalize their fixtures for the upcoming season.
1.5 Committee Governance: The leagueโs administration is managed by an executive panel consisting of a Chairman, Secretary, Treasurer, and up to seven general committee members, all elected annually. The County Secretary (or designated county nominee) acts as an ex-officio member. A structural quorum requires the presence of at least three committee officers.
1.6 League Subscriptions: Annual dues are calculated and set at the AGM. Payments tracking late past 30th November will automatically double. Continued failure to pay by 31st January will result in immediate club expulsion.
2. League Structures & Stackings
2.1 Season Group Stackings: Intended entries or official club withdrawals must be submitted to the Secretary prior to 21st July. The committee then drafts seasonal stackings, sharing them with clubs on or before 31st July to allow fixture planning throughout August. Stackings are formally ratified during the AGM.
2.2 Open & Mixed Promotion & Demotion: With the exception of promotion/demotion between divisions one and two, the league secretary will promote the winning team and the runner up to the next higher division. The bottom two teams will be demoted in each division. In the case of promotion/demotion between Divisions One and Two only the winning team of Division Two will be promoted and only the bottom team of Division One will be demoted.
2.3 Ladies Promotion & Demotion: In the ladies stackings the league secretary will promote the winning team and the runner up to the next higher division. The bottom two teams will be demoted in each division.
3. Match Play Setup & Night Configurations
3.1 Format Parameters: A standard league match requires two teams composed of six individual players executing a combined index of eighteen games. Teams split into three designated pairs, each playing two consecutive games against all opposing pairs. Players are strictly barred from participating in more than one league or cup match on any single evening. The term "league" governs any system affiliated with Badminton England.
3.2 Fixture Balancing: Every team plays a balanced home-and-away schedule against division opponents. Club Secretaries must coordinate fixture rosters around or immediately following the AGM, distributing a finalized match layout to the League Secretary before the initial match is played. Matches must be set for Monday through Friday evenings, unless alternative arrangements are mutually agreed upon by both squads. Home clubs hold the explicit duty to confirm the location, date, and start time with visitors before 1st October.
3.3 Facilities & Equipment Requirements: Matches must run with cork-based shuttles. All premium Division 1 fixtures are strictly required to utilize high-grade feather shuttlecocks. Additionally, clubs are blocked from competing in Divisions 1 and 2 unless their facility dimensions and playing conditions are formally inspected and cleared by the league committee.
3.4 Multi-Team Division Caps: No club may field more than two teams within the same division. To protect competition transparency, all head-to-head matches between teams of the same club must be completed by the end of November.
4. Scoring Engine & Penalty Deductions
4.1 Point Allocations: Match results award two points for an outright team victory, and one point for a draw. If two or more teams tie on points at the end of a season, placements are decided by total rubbers won; if still perfectly level, standing position shifts to the team with the greatest positive rally point difference.
4.2 Match Postponements & Alterations: Set fixture dates may only be shifted if both involved clubs and the League Secretary offer explicit approval. Lacking mutual agreement, matches may only be postponed due to unexpected venue closure or severe, adverse winter weather hazards.
4.3 Schedule Completion: All regular matches must be completed before March ends. Postponements triggered by facility failures or weather hazards may run in April, subject to the League Secretary's approval. All fixtures must be played out to a full conclusion on the night of the match.
4.4 Scorecards: Prior to a match opposing captains or their representatives shall exchange details of the constitution of teams. It is the responsibility of the home club to submit the result card via email to results@idbl.org.uk within two days. Where a card with incorrect and/or incomplete information is submitted a fine of £3 - £10 will be made on each club at the discretion of the committee. If the scorecard is not submitted within two days of the match taking place a fine will be imposed on the home team only. The first late card will be a fine of £3 rising by £1 for every subsequent late card.

*Note: Matches are played without dedicated umpires provided both team captains explicitly agree prior to the start of play.
5. Player Nominations & Eligibility Controls
5.1 Roster Boundaries: Competitors can represent only one club in each of the three stackings (Mixed/Open/Ladies) during any single season. When a club registers multiple teams in a league, seniority is tracked alphabetically starting with "A" for the primary team.
5.2 Nominations Process: Mixed, Open, and Ladies tiers are managed completely separately for player tracking. Clubs must nominate six specific members for each team (excluding their lowest or only team) in writing to the League Secretary before any team plays its opening match. Failure to submit these lists on time results in a 2-point penalty for each team above the lowest tier.
5.3 Play Minimums & Substitution: Nominated players become immediately ineligible to play down for lower-tier teams. Furthermore, nominated players must participate in at least four matches in a division containing 7 or more teams, or at least three matches in a division containing 6 teams or fewer. If a club discovers mid-season that a nominated player cannot hit this minimum due to injury or availability, an official replacement must be promptly registered in writing. Failure to comply allows the league to apply penalty points.
5.4 Senior Playing Caps: To prevent roster stack manipulation, an unnominated player is blocked from playing for a team if they have already appeared in four or more matches for any higher-ranked club team during that same season.
6. Safeguarding, Governance & Amendments
Child Protection Directive: The league formally adopts the Badminton England Child Protection Policy and Implementation Procedures. All individual members are deemed to have read, understood, and assented to the Badminton England Code of Ethics and Conduct, recognizing and upholding all responsibilities outlined in those safety documents.
6.2 Association Tracking: The structural layout of these operational rules shall be continuously submitted to the Suffolk Badminton Association for alignment.
6.3 Rule Adjustments: No alterations can be made to these rules except during an AGM or an Extraordinary General Meeting convened specifically for that purpose. Written notice of any proposed amendment resolution must be delivered to the League Secretary at least six weeks before the scheduled meeting.
6.4 Unforeseen Discrepancies: The elected Management Committee holds the absolute power to evaluate and rule on any operational matters or structural disputes not explicitly covered by these written regulations. All committee verdicts are final.
